The transition to an open system
for scholarly publishing

Since 2017, the National Library of Sweden (KB) has had a government mandate to coordinate work on open access to scientific publications. Within the framework of this assignment, five studies were carried out on topics including funding, research assessment systems, books, and support for journals. The work involved research funders, the Association of Swedish Higher Education Institutions (SUHF), higher education institutions, and the research community. Based on literature reviews, surveys, and public consultations, 16 recommendations were developed. The aim was to propose national solutions to specific challenges and to support the transition to an open publishing system in line with the government’s overall objective.

The Swedish Research Council’s recommendations for research data:
FAIR and open access

To be useful, research data need to comply with the FAIR principles: they should be findable, accessible, interoperable and reusable. The Swedish Research Council’s (SRC) recommendations for research data set out measures to enable full open access to FAIR research data. The recommendations are primarily aimed at research-performing organisations and research funders, but can also be used by other actors. They provide support for strategic planning, organisational change and the development of technical solutions. SRC has a government mandate to coordinate open access to research data.

The assignment on open science in the appropriation directions

In their appropriation directions for the 2025 budget year, universities and higher education institutions are tasked with continuing to develop their work on open science. The purpose is for them to contribute to achieving the national objective for an open science system (government bill 2020/21:60). As part of this work, they are to provide input to the Swedish Research Council and the National Library of Sweden in their respective responsibilities to coordinate, monitor, and promote collaboration in efforts to achieve open access to research data and scientific publications.
